Yes. The main compartment is rated IPX6 waterproof, which means it is heavily sealed via high-frequency heat welding and handles high-pressure water streams. As long as you securely roll the top closure 3 times before applying the velcro firmly.

How do I clean the pouch if it gets covered in road grime, oil, or mud? 

The hydrophobic tarpaulin exterior is incredibly easy to clean. You don't need heavy detergents - just rinse it directly under fresh tap water and wipe it clean with a damp cloth. It naturally resists stains and road grease. Always air-dry it in the shade before rolling it away for long-term storage.
